If you look at the 1810 census figures for James Proctor household, you'll see a listing for a female that fits Susanah's age. His sister, perhaps?
And her parents are George and Elizabeth, which gives us another "fit" in that James' second daughter is named Elizabeth and second son is George. (first son and daughter named after Mary Proctor's parents)
